PowerPC clock speed now automatically set to board values

As of version e59ecea, the PowerPC frequency is set automatically based on board stepping (66, 100, or 166). You should be able to remove this from your Supermodel.ini files and make sure it is not set. If you're using a frontend that requires a value, set it to 0. Use -ppc-frequency / PowerPCFrequency only if you need to downclock for performance if running on a slow PC that struggles with the CPU emulation.

Just to note, the latest version of Sega Model 3 UI (04/10/2022) only allows 1 as lowest value.
Users can always manually delete the option from the Supermodel.ini.

Just a heads up, the flickering issue that this seemed to be the solution to seems to not have improved. In fact it may have gotten worse on my setup. I will test on another setup to make sure this isn't just my system. Despite that, this is still a win for arcade accuracy.

Seems to work fine on my mini PC, I guess I should update my drivers ;)

GPU driver update did the trick it seems. This does seem to completely remove the prior issues with flicker at lower refresh rates. That being said, I do believe this is a positive change because games like Emergency Call Ambulance were crashing at the old default.

And it seemingly restarts at random. I have no idea what is going on.
