Framerate Issues and Random Sound Effects

I've played Supermodel with 2 different graphics cards and encountered the same problem...
CPU: Intel Core i7 4770
GPU: Nvidia GTX 970 / AMD RX 6600
RAM: 16GB DDR3
I've been enjoying this emulator for the past several months, but the only game I can get to run at 60fps is Sega Super GT, which only dips when alot of cars file up on-screen or abrupt lighting changes.Sega Rally 2 likes to fluctuate from 44fps to 47fps, and Daytona USA 2 likes to fluctuate between 52fps and 57fps.
I get random sound effects in mostly Sega Super GT. I think I got one in Daytona USA 2 once, as well. Haven't experienced these sound errors in any other game, but I recorded a YouTube video of a cat meowing in-game during a Sega Super GT race. The cat meowing isn't the only error that can happen, sometimes the collision sound goes crazy, a dog barks, or any number of things.
Same performance on both cards, so I thought it was my motherboard until I saw the following link, so I updated every driver I could think of:

In this video, a cat meows at about 2:22. The framerate issues are because I'm using AMD's capture software instead of my capture card...

One time, a cat meowed at the title screen instead of the announcer speaking. Thanks in advance for any assistance. These are some of my very favorite arcade games.
